WASHINGTON — Senate Republicans blocked legislation imposing new restrictions on political activity by special interest groups Tuesday, likely dealing a fatal blow to a drive by the White House and congressional Democrats to rewrite campaign rules in the run-up to the midterm elections.

The 57-41 vote was three short of the total needed to advance the measure, which calls for greater disclosure on campaign advertising funded independently by corporations, unions and other organizations, but included an exemption for the National Rifle Association and a small number of other groups.

Less than 100 days before the elections, the debate was highly political — and the outcome widely anticipated.

Anticipating defeat, Democrats swiftly unleashed a coordinated attack employing one of their emerging campaign themes. "After a year of defending big banks, big insurance, big oil and other special interests, Republicans might want to drown out the voices of Americans who don’t have the financial resources of big corporations but want to have their say in this year’s elections," the party’s chairman, Tim Kaine, said in a statement.

Republicans, anticipating big gains in the fall, folded the day’s Senate events into their own election-year argument — that Democrats have been unsuccessful in easing double-digit unemployment.

"Today was a rebuke to congressional Democrats who need to put aside their electoral self-interest and start addressing our struggling economy, which continues to be the primary concern among American voters," GOP Chairman Michael Steele said.

Democrats drafted the bill in response to a Supreme Court ruling last winter that said corporations and unions were free to spend their own money on advertising, mass mailings and other forms of political activity. A companion measure cleared the House last month on a near party-line vote over vociferous Republican protests.

Under both bills, nearly all organizations airing political ads independently of candidates or the political parties would be required to disclose their top donors and the amounts they paid. The group’s CEO or other top official would be required to appear on screen taking responsibility for the commercial.

Additionally, any business, union or other entity holding a government contract worth more than million would be banned from a variety of political activity, as would firms in possession of federal bailout funds and corporations in which foreigners own more than a majority of voting shares.

Corporations, labor unions and others engaging in certain types of independent political activity would be required to report donations, dues or other contributions from all donors who have given 0 or more.

Whatever the partisanship involved, the legislation was a case study in the power of special interests.

The NRA exemption originally was added in the House after Democrats concluded it was essential if moderate and conservative members of the rank and file were to vote for the legislation. The loophole was then broadened as the leadership sought to quell criticism that it was bowing to a group that had been instrumental in blocking gun control bills long sought by liberals.

In the end, the NRA was officially neutral, angering Republicans who didn’t want Democrats to have any political help in advancing the legislation.

The U.S. Chamber of Commerce and AFL-CIO both opposed the bill, a rare agreement of two arch-foes. Organized labor had been neutral when the bill passed the House, but switched its position after changes were made to tighten reporting requirements for transfers of dues money from local unions and their national headquarters.

The American Civil Liberties Union also was against the bill, arguing it was a violation of First Amendment rights.

The constitutional debate was overshadowed by the approach of elections, though.

Sen. Chuck Schumer, D-N.Y., the bill’s chief sponsor, said it was intended to crack down on shadowy campaign groups that spend heavily on attack ads. Referring to Republicans, he said, "There are visions, visions in people’s heads of Karl Rove spending million funded by people we don’t know to attack candidates for reasons we’re not sure of and never putting their name to it."

Republicans were unpersuaded.

"This bill is a partisan effort, pure and simple, drafted behind closed doors by current and former Democrat campaign committee leaders," said Sen. Mitch McConnell, the GOP Senate leader. "And it’s aimed at one thing and one thing only: this bill is about protecting incumbent Democrats from criticism ahead of November."

It took decades to get that many conservatives on the SCOTUS to issue such an extraordinary ACTIVIST decision…. they don’t want to give away the advantage in the very first year…. no matter how bad that makes them look.

What role has the internet played in fundraising for modern political candidates?
& why is electronic advertising important to the candidates?

We can thank Obama for that. During the last Presidential election, Obama was able to unify groups with traditionally low voter turnout: Young people and Visible Minorities via FACEBOOK. And by reaching millions of supporters via the Internet he was also able to raise millions of $ from Grassroots supporters. Even until the day of the election, the Republican polls had not recognized the true number of voter turnout from these groups, and how the power of the Internet had brought the people together in a united purpose.

Let me get this straight, a political party can just go on your property in the UK without your permission? Is it a party you support? Did you once give them permission to do so?
If not, call them and ask them for rent. If it is a party you oppose, and they won’t pay rent, go to an opposing party that you support, tell them, and I promise your plight will be on the news, and possibly in some political ads. You might sue them from tearing up your garden.

Do you think its fair in DC mayor says ignore any crimes committed by illegals how can he allow amnesty for all illegals and state that U.S. laws in no way apply to them ? The post 9-11 world dictates that there are very public few places in Washington, D.C. where lawfully abiding residents and commuters are not discretely monitored, politely questioned, or upon entering buildings, physically searched. But while we accept scrutiny in order to enhance public safety, illegal aliens – those who have broken U.S. laws and whose unknown motives may deserve the most scrutiny – enjoy the least, thanks to a longstanding sanctuary policy reinforced this week.

Letting the powerful illegal alien lobbies know that he’s looking out for their best interests, Washington, D.C. Mayor Vincent Gray has signed an executive order formalizing the existing “don’t-ask-don’t-tell” policy which prohibits police from inquiring about the immigration status of people they arrest or reporting that status to federal authorities.

The mayor claims that D.C. police are not in the business of enforcing federal immigration laws. Does that mean his officers won’t pursue bank robbers or kidnappers if they come in contact with perpetrators of crimes typically handled by federal agencies?

If any city in America has a history of working closely with their federal partners, it’s Washington, D.C. The sanctuary policy is not about jurisdiction, it’s about defying immigration enforcement with great fanfare to whip up political support with a growing Hispanic community.

Police are authorized and have a responsibility to enforce all laws, unless of course they’re specifically told by their local jurisdiction not to. Asking about immigration status after lawful conduct and reasonable suspicion doesn’t transform any police officer into an ICE agent, it simply allows that officer to conduct a basic precept of law enforcement – don’t catch and release lawbreakers and jeopardize public safety.

Tonight somewhere in Washington, D.C., an officer will probably encounter a speeding vehicle and begin a lawful traffic stop asking for license, registration and proof of insurance – a universal verification process that is the same for everyone. And that vehicle might be loaded with 9 people who speak no English, have no driver’s licenses, no vehicle registration, no auto insurance, no social security numbers and maybe only Mexican consular cards or Gold’s Gym Cards. At that point common sense might suggest that asking about immigration status is warranted. But Mayor Gray thinks that D.C. residents will be better off if the officer ignores the obvious and just says “have a nice day” or preferably, ’que tenga un buen días.”

And the residents of Washington, D.C. – sharing their space already with 35,000 illegal aliens – won’t be having a nice day. Sanctuary city policies not only let the existing illegal aliens know they have no worries, but are also welcome mats to thousands more. Mayor Gray’s job is to allocate limited community resources to legal residents, not advertise his city as a safe haven and encourage thousands of additional illegal aliens to come in and drain finite services.

So if somebody illegal robs a bank, the police cannot do anything but say, have a nice day ?

This one, admittedly, makes no sense at all. I heard it this morning, on Fox News, and could not believe my ears. An executive order, putting "cuffs" on the authorities, is outrageous.

No wonder so many American citizens are out of work – their jobs are secured by those who have been given a free license to work here, without background checks or proper identification.

We are rushing towards chaos – nationwide chaos, and the "powers-that-be" are aiding and abetting the perpetrators.

Is your voting choice affected by political advertising?

I live in a state where the political ads are out of control. Every commercial break is filled to bursting with them. "If you vote for candidate X they’ll continue their job killing agenda." "A vote for proposition Y is a vote for Big Oil." The slogans just go on and on to the point where I have to tune it out for my own sanity.

Personally, I read my voter guide and do my own online research to make my ballot choices. All of these ridiculously expensive commercials are completely wasted on me. In fact, I have less and less respect for the candidates / organizations identified as being behind them. I find their assumptions about my stupidity to be insulting (as if ANYONE decides to vote for job killing bills!).

Anyway, does any else feel the same way? Is anyone using this advertising to make their ballot choices?

I, like yourself, do all my research online (voting records if applicable) and try to stay informed on what candidates stand for what. I talk to so many people who, when describing a candidate or proposition, literally reiterate a commercial that was on the tv. I find it sad that more people base their votes that way as opposed to making an informed vote. This is especially important with the lesser known elections (ie. judicial seats) But the candidates air these commercials based on the assumption that their "registered voters" will vote based on their ads.
